Virginia Department of Rail and Public Transportation (DRPT) Recommendations

The Purpose of the DC2RVA project is to increase the capacity between Washington, D.C. and Richmond to deliver higher speed passenger rail, improve conventional speed passenger rail, expand commuter rail, and accommodate growth of freight rail service in an efficient and reliable multimodal rail corridor. This Project will enable passenger rail to be a competitive transportation choice for intercity travelers between Washington, D.C. and Richmond and beyond. The Project extends 123 miles along an existing rail corridor owned by CSX Transportation from the Long Bridge in Arlington, VA, to Centralia, VA in Chesterfield County, south of Richmond. DRPT  has recommended specific rail infrastructure improvements and service upgrades to deliver higher speed passenger rail, improve conventional speed passenger service, expand commuter rail, and accommodate growth of freight rail service in the corridor.  These recommendations are subject to review and approval by the Federal Railroad Administration (FRA) and the Commonwealth Transportation Board (CTB).  DRPT’s recommended improvements are described below:

Area 1 | Arlington (~1 mile)

DRPT recommends one of three build alternatives in Area 1 Arlington, with the final decision tied to DDOT Long Bridge EIS Recommendation (study ongoing). All three build alternatives:

  • Equally support expanded passenger service, expanded VRE commuter service, and expanded CSX freight service
  • Add two main tracks, with minor shifts to improve speed
  • Are within existing ROW
  • Section is adjacent to:
    • George Washington Memorial Parkway
    • Roaches Run Waterfowl Sanctuary
    • Long Bridge Park
  • No stations within area
  • No changes to existing roadway crossings

Area 2 | Northern Virginia (47 miles)

DRPT recommends adding one additional main track in Area 2 Northern Virginia.

  • One main track will be added where necessary, with realignment of some curves to improve speed, to create:
    • Four main tracks from Crystal City to Alexandria
    • Three main tracks track from Alexandria to Spotsylvania
  • Improvements are generally within existing ROW
  • Close one existing roadway crossing  (Mt. Hope Church Road) 
  • Major water crossings at Occoquan River, Powells Creek, Neabsco Creek, and Aquia Creek
  • Station improvements are mainly platform improvements
  • Proposed DC2RVA SESHR service:
    • Alexandria Union Station: Amtrak Interstate Corridor + Regional
    • Woodbridge Station: Amtrak Regional Only
    • Quantico Station: Amtrak Regional Only
  • All stations served by VRE; VRE responsible for platform improvements at VRE stations

Area 3 | Fredericksburg (14 miles)

DRPT recommends adding one additional main track through the City in Area 3 Fredericksburg; this alternative would

  •  Support expanded passenger, VRE commuter, and CSX freight service
  • Continues new main track from Northern Virginia across Rappahannock River to connect to existing three main tracks at Fredericksburg rail yard extending south to Spotsylvania Station. 
  • Improvements are generally within existing ROW
  • Major water crossing of Rappahannock river just east of existing rail bridge.
  • Shift tracks in some areas to improve speed.
  • Includes new Fredericksburg Station area improvements, including new station building, platform, and parking deck.
  • Fredericksburg Station to be serviced by DC2RVA SESHR Amtrak Interstate Corridor + Regional trains, and VRE
  • No changes to Spotsylvania Station (VRE service only)

Area 4 | Central Virginia (29 miles)

DRPT recommends adding one additional main track in Area 4 Central Virginia

  • Supports expanded passenger and CSX freight service
  • One main track will be added between Spotsylvania and Doswell,
  • Shift some tracks to improve speed
  • Improvements are generally within existing ROW
  • No stations within the area
  • Close one existing roadway crossing / No grade separations of at-grade crossings
  • Multiple crossings of small waterways and wetlands

Area 5 | Ashland

DRPT recommends additional study of capacity improvements in Area 5 Ashland to be separate from the current DC2RVA Tier II Environmental Impact Statement.

  • Allows additional time to study and identify a preferred alternative to add rail capacity through the Ashland area.
  • All options for adding capacity would be considered, including options previously dismissed.
  • Station options, including ceasing passenger service to Ashland, would also be considered.
  • Enhances local coordination through formation of a Community Advisory Committee.
  • Requires FRA approval.
  • Approximately 18 to 24 month additional effort
 

Area 6 | Richmond

DRPT recommends providing full passenger service to two Area 6 Richmond stations:  Main Street Station and Staples Mill Road Station:

  • Improve the S-Line from Acca Yard to Main Street Station and across the James River south to Centralia, including adding a new main track.
  • Add east Acca Yard bypass tracks for passenger trains,
  • Extend three main tracks north to Ashland.
  • Major waterway crossing of James River just east of existing rail bridge
  • New freight rail siding on the S-Line south of the James River
  • Hospital Street wye track connecting S-Line to Buckingham Branch RR
  • Main Street Station improvements include new platforms and parking deck
  • Staples Mill Road Station improvements include new station building, parking, and platforms on east side of tracks.
  • Both stations served by DC2RVA SEHSR Amtrak Long Distance, Interstate Corridor, and Regional service.  Crew change and baggage service at Staples Mill Road Station only.
